Cape Newport, Hazel. - On October 23, the Natopian Organization for Otherworldly Proselytism announced a new mission in conjunction with Prophet Nathan's intended goal for jump-starting the space program.

The mission will include a remodel and upgrade of our space station, NISS, as well as the moving of offices in Lindstrom City and Cape Newport up to NISS to ensure a permanent use and population.

Staff are undergoing space-rediness training and material from all over the dominion is being diverted to this project which has been placed high as a national priority by the Prophet.

LINDSTROM CITY - In a characteristically Natopian fashion, every Member of the Royal Frenzy was technically excluded from participation in the current session of the Frenzy due to forgetting to reaffirm their membership in the legislative body as per section three of Article Two of the Natopian Constitution.

As a result of this "lockout" Emperor Nathan has proposed an extension of the Frenzy's session. Each session was intended to coincide with a month of the Natopian calender, which is 30 days long. The system was intended to keep active citizens in the voting membership of the Frenzy, while less than active citizens were still allowed a voice in the chambers but could not vote and therefore skew voting percentages.

However, is has become apparent that one month may be too hasty to reconvene the Frenzy. It is not as serious a problem as the Crisis that destroyed the Republic in October 2007 and thrust the nation into the dark ages; the chancellor of the Frenzy is separately appointed by the Emperor and current chancellor Duke Tom was able to make special approvals for memberships.

The current Lieber session of the Frenzy has two bills on the floor for debate, a bill to re-recognize the official symbols of the state and nation, and a bill to amend the Constitution to extend the session of the Royal Frenzy to four months.

Legislative Frenzy Frenzies

LINDSTROM CITY - Amid excitement over the new Republic, the Legislative Frenzy continues along Grand Consul Shepard' proposed Agenda. In barely the first month of his term, there have been twelve bills and amendments proposed to the floor of the Frenzy including immigration reform, limits on the Consul's term, codification of the official means of execution in the Republic, and a bill to recognize national holidays, among other more boring procedural measures.

The troublesome Financial Act of 2007 is being amended for the second time after an error on the Consul's part caused the wrong version of the bill to be voted on and passed (which speaks something to the attentiveness of those who voted unanimously for it).

In response to a public outcry for better defintion of the the Republic's relation to its colonies, the Colonial Administration Act outlines the duties and limits of colonial governors. Whereas in the Empire governors enjoyed ruling "at His Sovereign Majesty's pleasure" governors now are restricted to more protective duties of the colony and recallable by the Frenzy.

The Foreign Brigades Act will hopefully bring the Natopian Defense Force some extra muscle. After being reformed by Grand Commander Sir Tom Mills of Klaasiya into a unified force, the foreign brigades will hopefully attract foreigners keen on serving in this rejuvenated military.

Cheetototing, the official means of execution in the Empire was made official again in the Holidays and Execution Act of 2007. Many holidays of the Empire that celebrated excess were dropped in this bill and a smaller, more egalitarian list of holidays will now be celebrated by the Republic. February 12 is a day to celebrate the citizenry, July 20 will remain as Purification Day to celebrate the fall of VUAS, Tasneem Chowdhury's birthday on August 22 honors her achievements, and of course Natopia Day on August 23 as well as National Freeze Tag Day on October 15.

The most ambitious bill, however, is the Crime and Punishments Act of 2007. While previous criminal codes of previous Natopian governments merely listed "crimes" and then "punishments" and left it in the hands of the judge to pick and choose, resulting in a potentially corrupt judicial system with traitors theoretically being punished with fines, this new criminal code introduces a tiered system of crime. Felonies, such as treason, espionage, and sabotage carry the serious punishment of execution, banishment and long term imprisonment, while lesser crimes, classified as misdemeanors in the bill, carry punishments such as shorter prison sentences, fines, public humiliation and public apologies (for sincere first time offenders who plea guilty). All punishments carry minimum and maximum sentence limits to protect against judicial bias.

Natopia Discusses Return to Republicanism

Not much going on in Natopia. Oh wait! Except there is that whole thing about a new constitution! Even that is not getting much attention. Hence this article.

On July 23 Natopia celebrated Transition Day, the day when Natopia became a kingdom after its first 3 years of being a republic. Now, after nearly two years of the Sovereign Natopian Empire, Nathan Shepard has proposed a switch back to republic. Citing the fact that operating under the same constitution for nearly two years is very un-Natopian. In the days before the Transition, the young republic changed constitutions on average every 6 months. A result of having one constitution for 2 years is a feeling of stagnation. Some may call it stability, but as Emperor Nathan (soon to be merely Mister Shepard) is the only one still (micronationally) alive to remember the old Republic, he has used his eminence in the nation to almost force the population into a new government. Many citizens like the current Imperial government.

The new Republic will be a simplified government, which will emphasize the policy of "one person, one position" in order to spread power equally among the citizens. This new Natopia will take on name of the nation's first online incarnation, the Supreme Sovereign Republic of Natopia. And like the very first Republic, this new Republic will be a representative democracy. The current demesnes will be reorganized into 5 Regions, which will send delegates to the Legislative Frenzy. A somewhat uninspired system, but whatever.

This new government with an emphasis on elections will be a boon to the Free Juice and Bagels Party, which has never, ever, had a reason to exist in Natopia. Even in the old Republics, there were no party driven elections. So now, after almost 4 years, Natopia's first and currently only political party will do stuff, and this paper will fulfill its original purpose of being a political newsblog again!

Military Academy Opens

With the War of Matbaic Liberation slowly and messily coming to a close (eventually), many nations have begun the period of introspection to better their recwar forces. Natopia is no exception. The Imperial Military Academy was founded yesterday to offer courses in recwarring. The Emperor has expressed an interest in using the Academy to transform Natopia's military from its current volunteer system to a professional one. Up until recently, the Natopian Defense Force weeded out its officers with a sink or swim approach, due to lack of regulatory personnel. Now, Nathan hopes to require officers in the NDF to have passed the courses in the Academy before receiving a commission and commanding a unit. The Academy's Commandant is Major General Lord Tom Mills, the Natopian hero of the recent war.

Lord Tom is set to receive the the Combat Service Medal with the White Sword of Honor, the Empire's highest military decoration, for his actions against Lovely in the War of Matbaic Liberation.

News Bits

The Planetary Governor of New Natopia, Konrad von Zeck, has announced himself at the General Assembly of the GeoStandards Organization, fulfilling New Natopia's purpose as the Empire's official connection to the world of Giess. The GSO is electing a new Director after Ben Gray resigned amid members' claims that the GSO has languished in inaction under the current Board's administration.

Natopia has signed treaties of recognition with the Kingdoms of Death and Novatainia and are awaiting ratification in the Frenzy. Both are expected to pass.

Konrad von Zeck will be receiving the Combat Service Medal for his service in the War of Matbaic Liberation as commanding officer of 8th Armored Infantry Division.

Opinion

The GSO Archives were opened for a brief period by Ben Gray as his last act before resignation. The claims that Natopia was "forgotten" in the initial launch were confirmed, though many Natopians already accepted this explanation pending private discussions between Emperors Nathan and Edgard of Alexandria. Aside from that Natopia was only mentioned again as our response to the GSO's founding was "worse [than Antica's]." The BS predicts this will not change Natopia's general distrust of all things relating to Novasolum, the now-defunct continental alliance that abandoned us on Micras (not that we mind, we took over much of the land they vacated).

Immigration Reform

Emperor Nathan has proposed a bill to the floor of the Royal Frenzy to drastically reform the Immigration policy of the Empire. The current policy has been in effect since December 9, 2004, which was merely taking an Oath of Citizenship which automatically conferred citizenship. Safeguards were built into the government in other areas such as a 2 week waiting period before taking a seat in the Royal Frenzy, which is composed of all Natopian citizens. The protections were instituted in other areas of government to maintain an immigration policy as open as possible. However, the unregulated system of gaining citizenship in the Empire has attracted several people to merely take an Oath and never come back again. Of course such citizens are removed for inactivity as per Census Reforms.

The new policy mandates that interested applicants submit an Immigration Dossier, including basic information every other micronation's immigration services ask already, such as other citizenships and macronational location. The Dossier must be approved by the Minister of Domestic Affairs before the applicant can even consider taking an Oath of Citizenship. Once an Oath has been taken, citizenship is only formalized pending official approval from the Emperor. The new policy is nothing new or innovative for micronationalism, but attempts to bring a level of organization to the infamously relaxed Natopian government.

Chancellor on Vacation

Lord Matt of Hazelwood, Chancellor of the Frenzy, is leaving today for a nearly 2 week vacation in Italy and then 2 more weeks at camp. The Baron asked the Emperor to appoint a replacement for him and His Majesty has so far asked Count Tom of Punkrock to serve as Vice Chancellor. The Count served as the first elected Chancellor of the Frenzy.

Order of the Black Hole

This Order is, in a way, older than Natopia itself. Membership in it is highly prestigious and limited to Natopian citizens only. Lord Tom of Punkrock was recently elevated to the rank of Knight nearly a year after he was inducted as a Companion. Lord Matt was also inducted into the Order with the rank of Knight as well in recognition of his devotion to the Empire.

No Dice Grandma, No Dice

Duke Brian was recently denied citizenship in the Empire of Alexandrians. Sparking outrage on both sides. Butter Cow, the semi-deity of Natopia, was reported as saying "Alexandrian?! Whatever for? Citizenship restrictions!!!" in response to Sour Kraut Horse revealing that the Duke was seeking Alexandrian citizenship. It would seem that the Emperor heeded the Butter Cow's suggestion and implemented immigration reforms.

Sweet Jesus!

The judiciary is abuzz with activity! Infamous Priyanth Sweet Pants was discovered embezzling funds from the Ministry of Silly Walks to Nick Light. Priyanth admitted to the crime and deleted his account and seems to have disappeared from Natopian. Nick Light, however, is counter-sueing on grounds of not being appointed to a government office and being pressured into the "loserish ways" of Natopia. He even admits to cooperating with Priyanth in his brief submitted to the court.

We are going to call this whole affair..... Sillygate.

Issue 37 - Bagel and Juice Day, citizens, the court

The Bagelcratican Sporadically would like to bask in its many achievements before we get to the news. The BS has provided low-quality, noncontinuous news for dozens of readers for almost 3 years. Tomorrow the people of Natopia throw open their doors to the world to help them celebrate the founding of perhaps the most important political party founded ever. Tomorrow will mark 4 glorious bagel and juice filled years of the Free Juice and Bagel Party, founded by Ryan Grass, a second generation Natopian now lost to time. His impact on Natopia and the world could not have been known 4 years ago. It's a surprise nothing is named after him. Come celebrate with us at Lindstrom Convention Center.

Now the news.

Natopia has been invaded with new citizens. With four new citizens joining in under a month the population has strained to accommodate the newcomers. Most of the new citizens are entrepreneurs, opening Natopia's first domestic car manufactur, a juice and gun stand, and a fitness shop and exercise center. Newest citizens include Ben Blaser, Nick Light, Konrad von Zeck and Matheu Vasroixe.

Matheu Vasroixe joined Natopia in a surprise plan to rejuvenate the Principality of Lavalon, which Natopia annexed last summer. Lavalon will be seceding from Natopia very soon to begin again its long republican traditions. The BS wishes them well.

The Frenzy has been living up to its name again. By the way, the Frenzy was given its current name by Ryan Grass as well. We really should name something after him. A measure was proposed by Minister of Silly Walks Priyanth Sweet Pants to repeal the gun control laws of the Royal Code. The section banned all guns in Natopia excluding hunting and collectable/historic guns. Minister Sweet Pants is the owner of "Brown Man's Juice 'n Guns Stand." Lavalon's secession will be made official with the repealing of section 43, which outlines how the Lavalonian and Natopian governments interacted. A controversial bill to kill all fat people in Natopia was also proposed by Minister Sweet Pants. As there is no procedure to officially remove a bill from the floor of the Frenzy, the offending act remains, although Chancellor Ziff has made it clear he wants debate to end on the bill.

Minister Sweet Pants has created many troubles for himself lately too. He is facing two separate court cases, each charging multiple infractions on Royal Code law which protect against slander and libel and protect citizens from repeated verbal assaults. The cases cite posts where Minister Sweet Pants has insulted and slandered Natopian citizens. The plaintiffs are Konrad von Zeck and Lord Tom Mills.

The High Royal Court is also in need of expansion with the previously mentioned new citizens. The constitution states that the court be expanded to 3 total judges once the population reaches 10 active citizens. High Royal Judge Zachary "Z" Azilin will be nominating new judges in the near future, once he shows up again.

In entertainment news, Natopia is having a "Sexiest Natopian Alive" contest. Any women or other interested parties reading this are invited to Natopia to help judge the competition. Natopia is 100% male so you can see our predicament.

Widgets Prove Cyclical Nature of Fads

Largely thanks to Count Brian of Robland, Widgets have come back in style. There are few Natopians alive today that can remember the senseless fad of Widgets when they were first introduced on October of 2004. However, true to all trends, the Widget craze seems to be resurfacing, perhaps due to our new bank set up by Brian or maybe because there is not much else to buy.

Speaking of things other than Widgets to buy, Dingo Enterprises offers many services, such as essay proofreading and spaceships. Our almost-competitor, Micronations Now (the only other newsblog that regularly reports Natopian news) is much more diversified in its services than the BS is. Micronations Now offers advertisements and web hosting services.

Emperor Nathan has opened applications for much needed colonial governors and territorial administrators. His Sovereign Majesty wishes to devolve his authority over the Crown Territories of Klaasiya, Konigsee and New Dracoheim, as well as solidify claims to the New Mehlville colonies with colonial governors. Also needed is the post of Planetary Governor of New Natopia, the Empire's colony on Giess, however there are none interested in this post as of yet.

Further honors are bestowed upon the Emperor. Harold Thorstein the Viking Emperor of Stormark, once again lives up to his epithet of The Generous Giver by inducting Emperor Nathan into the new Most Revered Imperial Order of Odin with the rank of Knight Grand Commander. His Sovereign Majesty was most surprised and delighted, "I was not expecting this honor, but I am most humbled by it. My Imperial Cousin's generosity knows no bounds."

New Economy, Lavalonian Rebellion

Count Brian, Minister of Internal Affairs, has recently unveiled Natopia's new phpBank which will replace our previous usage of MicroExchange2. The Natopo has been re-valued for the first time, making it perhaps one of the most valuable mironational currencies after the Shirerithian erb with only N19,000 in circulation. Salaries have been standardized to be consistent with the new value with the highest paid position, the emperor, getting N15 a month.

For his efforts in the MoIA and for the new bank, Count Brian was awarded the Bronze Cross of Sovereignty today by His Lordship, Grand Consul Tom Mills, in the Hall of Honor. The Cross of Sovereignty is the oldest award in Natopia and has only been awarded twice before, first to the late Rob Davis, and then to Tasneem Chowdhury. Both of them received the Silver Cross for prolonged and beneficial cultural and/or political improvement to the country. Count Brian is the first to receive the Bronze Cross for excellence in service. The Gold Cross, however, has never been awarded and remains the highest honor possible to receive in Natopia; it is for personal sacrifice for the country.

The Principality of Lavalon is in open revolt after a mysterious rebel calling himself the "President of Lavalon" sent a message to the imperial government informing them of several Lavalonian cities' intention to secede from the Empire. Scodland-Tresport, Henzelburk and Vasroixsitya have all joined what is being called the Lavalonian Liberation League. The Natopian Defense Force has already begun operations to contain and end the conflict with the 1st Airborne and Special Forces divisions playing major roles in the operation.

A brief discussion in Res Publica Lobby debated bringing more lindstromist ideals back into the government. However, interest has waned as many Natopians are content with the current system. This, in itself, is very unusual as Natopia has used the same constitution for almost a year now, almost twice as any other one used.

Election Results

Chancellorial elections were held February 14 but by the time the polls closed at midnight, the candidates were in a direct tie, mostly thanks to Count Brian of Robland who casted a vote for Count Tom of Punkrock within an hour of polls closing for the sole purpose of throwing the election into a tie... an eventuality not explicitly written into either the Constitution or the Frenzy's procedures.

There was a brief debate over what to do, Lord Tom suggested that the incumbent chancellor remain in office in the event of a tie while his opponent, Mister Matt Ziff, suggested another election take place. Emperor Nathan, who serves as unofficial election commissioner out of tradition (no official position of election commissioner is called for by law), decided that should future elections have more than two candidates a run off election would be most fair in the event of a tie. Therefore this election would set a precedence for run off elections by having a second election take place on February 17. The run off election had dismal turnout but a 100% vote for Mister Ziff. Chancellor Ziff took office the previous day and will serve for three months.

It is interesting to note that all three branches of the government are now run by Bagelcraticans. Not that it means anything.

Trimestral Chancellorial Elections

The only elections that Natopians can look forward to is almost upon us. The coveted position of Chancellor is only given up by incumbents after a long and ruthless campaign. Once the title of the sovereign ruler of the Natopian Republic, the Chancellor is now a dull and thankless clerical position. However, it is seen by some analysts as the springboard to begin a life in higher circles of Natopian politics.

Long dormant, the Free Juice and Bagels Party is fielding a candidate for the 3rd Chancellorial election to contest current two term Independent incumbent, HL Tom Mills of Punkrock. Mr. Matt Ziff will be the second Bagelcratican to run for the office. HM Zachary of Alrodria being the first to run in the first Chancellorial elections.

Chancellor Mills ran uncontested last trimester.

The BS won't bother to try and call the election but naturally endorses the Bagelcratican candidate... as this is the Bagelcratican Sporadically.

Awards Galore!

Lord Tom Mills of Punkrock, Frenzy Chancellor, recently passed a self-proposed section to the Royal Code that creates a Combat Service Medal for Natopians who have served their country in a recwar. The law was retroactive, allowing HSM Nathan and HM King Zachary of Alrodria to be the recipients of the new award. During debate of the bill and idea was proposed by HSM to re-establish the old office of Grand Consul to help in the distribution of awards. As all the Sovereign is the fount of all Honor in the Empire, it is fitting that the title of Grand Consul be brought back to administer awards and HSM's Honor in his name.

The Grand Consul was the original leader of the Legislative branch, the Grand Natopian Senate, during the first years of the Supreme Sovereign Republic. The Consul had sweeping powers as the branches were independently powerful under the first few Constitutions.

His Lordship, Tom Mills of Punkrock, was also named as the Grand Consul, making him the second person in Natopian history to hold the title, the first being Andrew Shin (of which the Ziegish city of Andiopolis is named for).

Noting that Tom Mills has now been mentioned in 4 consecutive posts by the BS, this publication is hoping to begin the tradition of naming a Natopian citizen to be Person of the Year for being the most newsworthy person. This year that person is Tom Mills has designed battle flags for demesnial regiments during our limited engagement in the Taylor Bay War, secured election to the Chancellorship twice, been made count of Punkrock, receiving a commission in the Imperial Army to the rank of Major General, and most recently being appointed Grand Consul.

Military Rebirth

Natopia's military, originally an integral part of the government, has played a minor role in the country's affairs in the past few years. However, two new officers were appointed this past week, Maj. General Lord Tom Mills and Maj. General Matt Ziff. General Mills is in command of the 1st Airborne Infantry Division and General Ziff commands the Special Forces Division of the Imperial Natopian Army. The Army has recently been totally redone in response to Natopia's entry into the Micronational RecWar Society, prompting an entirely new military structure.

Natopia was previous a participant, and founding member of, the SNARL rules system, which limited each nation to one military unit per active participant. With Natopia's six active citizens, of which 4 are now in the military, Natopia's military's size is expected to increase greatly.

The future of the Imperial Natopian Navy is unclear as the ships are of unique Natopian design that have Natopia's characteristic spacefighters docked on most battleships. Natopia's airforce will also have to be reconciled with MRWS standardization as the airforce of Natopia is actually administered by Natopia's Spacefleet.

Urban Renewal

The buildings of Natopia are an eclectic collection of modern, classical, and Anglo-Saxon design. The Royal Frenzy is almost an exact duplicate of the Australian Parliament, Vista de Nada Imperial Palace is a scaled down version of the Swedish monarch's residence, and the newly constructed Palace of the Bay is of French origin. The High Royal Court must conduct itself in the cramped confines of the 19th-century St. Louis Court House. Although all stately and refined, these buildings show nothing of the ancient architecture of the City of Natopia, now buried beneath the dirt, some 5 miles north of Lindstrom City.

HSM, Nathan the Only, Sovereign Natopian Emperor, has recently announced an Urban Renewal program to restore the skyline of Lindstrom City to a more ethnically Natopian feel. Based on the fluid designs of the ancient Natopian buildings, His Majesty has produced sketches of the major civic buildings to be redone. The Royal Frenzy, High Royal Court, Vista de Nada Palace, Lindstrom Convention Center, and Empire Library will all be replaced by the new designs. Such an extravagant program is to commemorate this year as the year Natopia celebrates its Fifth Anniversary. Other special events will take place all year. The Urban Renewal program will be completed before the Anniversary Exposition, to take place in August, when the world will be invited to Natopia in the spirit of a world's fair.

Tom Mills to Chancery!

In a landslide non-election Count Tom Mills of Punkrock was defaulted into the position of Chancellor of the Royal Frenzy for his second consecutive term. It was looking to be an actual election when Count Brian Capelle of Robland nominated himself under the condition that if anyone else was nominated he would drop out. Tom Mills nominated himself the day before elections, causing the Count of Robland to drop out, making Count Tom the chancellor by default. The Bagelcratican Sporadically congratulates the Count on his victory.

Karnali-Natopia Partnership Promises to Bring the Future to Giess

The King of Karnali approached Natopia's premier aerospace manufacturer and Dingo Enterprises subsidiary, Aeronautics and Space Shipyards, with a tantalizing offer of cooperation. Both ASS and the Karnali Recwar Society Space Agency have entered into a corporated agreement. Scientists from Karnali are scheduled to arrive in Natopia today to learn spacecraft design and manufacture from ASS and Karnali military are to be trained by the Natopian Spacefleet Academy in the operations of a spaceship. Once the Karnalians have learned all they can, they will pilot a specially designed cruiser back to Giess for its public presentation to the population of that planet. KRSSA will go onto to build and design its own vessels as well as sell ASS products to Giessan interests with profits split between the companies.

Frenzy Frets for a Fuehrer

In a rather embarrassing and ironic turn of events on November 6, the Chancellor of the Royal Frenzy's three month term ran out. Lord Tom Mills of Punkrock served as chancellor, the only elected position in the imperial government. On November 7, however no one had remembered the Chancellor's term had run out. Feeling embarrassed but also noticing the irony of Natopia's ineptitude at democracy on America's Election Day, Emperor Nathan acted quickly to ensure the government continued to run smoothly. The Constitution provides that the Prime Minister serve as chancellor pro tempore in instances where there is no chancellor so Tasneem Chowdhury was required to close all old business of the first chancellor's term pending the results of a new chancellorial election to be concluded on November 14. As of publication, there have been no nominations for the post and the Prime Minister will continue to serve as chancellor pro tem until one is elected.

During Chowdhury's interim term as chancellor pro tem she passed several important and controversial sections of the Royal Code. Several unenforceable and outdated sections of the Royal Code were repealed, and a section was finally added to the Code outlining the official limits to the interaction between the Imperial government and the demesnial government of Lavalon. The "Secret Enemy Conditioning" section was passed as well which allows the government to ingrain hate into an enemy designated by the Emperor, complete with clauses to harbor Orwellian levels of doublethink. And the Frenzy operational procedures were amended again. The Freny now operated under a system of timed democracy, abolishing its unruly quorom system and changing the names of legislators from "Legates" to "Member of the Royal Frenzy" which can be humorously abbreviated to MoRF.

Talk of the Square

The Kingdom Library continues to grow in size and amount of works contained. Tasneem Chowdhury and Carson Smith of Lavalon have both submitted essay collections to the Library. After years of a phantom existance due to technological limitations, the Natopabet, has been redesigned for computer and widespread usage and a pamphlet including a history of its development and a full translation from the Latin alphabet to the Natopian alphabet, including a supplement including a translation of Natopian numerals from the Arabic. Following in the wake of the Poetry Corner, the Sherry Lochhaas Fine Arts Center has opened as a subdivision of the Kingdom Library system. Current works include a sculpture-in-the-round of Baroness Sherry's sister, by the Baroness; and studies in graphic design by the King and Count Joel in the form of logos and banners of their band, Social Outcasts.

The King will soon be broadcasting a radio show once he can secure a podcasting host. The Natopian News Network has been set up as a subsidiary company of the King's personal business, Dingo Enterprises. NNN will broadcast the show "Eye on Natopia" hosted by the King and it intended to focus on a single issue per program or to shed light on more intimate aspects of Natopia. Further programs are in development including simple music shows with DJs and a radio talk show for macronational issues.

Also in business news, widgets have begun production again. The odd, chief-Natopian-export and novelty, have not been sold in Natopia for months. Widgets have no purpose, but they are hot sellers because some Natopians believe them to be a show of power and wealth.

A Royal Decree (RD 43) was issued by the King on September 11 that codified the official Natopian Weekend to include Friday, Saturday, Sunday, and to the surprise of some, Thursday as well.

In foreign affairs, Natopia has opened relations and signed a treaty with the new nation of the Free State of Mabon. Chief Relations Officer Olorix of Antica also inquired about a treaty between Natopia and the Republic of Antica which is expected to be ratified by both sides very soon. Natopia was granted its largest MCS map expansion ever by successfully claiming the Island of Negril off the coast of Tasneemia. Negril will remain under direct Imperial control as a land reserve for any future Demesnes of Natopia.

King Nathan established the Ministry of Silly Walks on September 13. The Ministry will, at certain times, allocate government grants to those who can describe exceptional silly walks, or demonstrate a desperate need for funding to develop theirs further. According to the ever-amusing word scuttlebut, this Ministry is simply intended to hand money out to citizens so that they have start-up money to, in the very least, buy widgets.

The following Bills have been added to the Royal Code:
Royal Code Distribution: Mandates electronic and physical distribution and display of the Royal Code in actual territory claimed by Natopia.
Adoption Rights: Ensures same-sex and non-married couples are given the same treatment as "traditional" families when applying for adoption. Codifies ethical procedures in the adoption agency industry.

The following Bills are still in debate:
Holiday Bill: Establishes national holidays and dates of importance.
Amendment to Section 16: Raising quorum from 4 to 5 nobles. Bills will now enter debate when proposed rather than requiring a second.
Ambassadorial Compensation Bill: To pay ambassadors when they file a diplomatic report and to reward ambassadors who can maintain posts to muliple nations.

Talk of the Square

On September 1, the Kingdom Library was transformed from the stuffy archives of Natopia to the proposed center of Natopian culture. The King donated a large number of personal essays to the Library to stimulate culture and literature. A Poetry Corner has been established within the Library by Lord Joel of Punkrock to display poems and songs by Natopians. The King has plans that have not been made public that include an art gallery where he intends to scan drawings of his own and other Natopians, or take photographs of three dimensional pieces and display these works in an official gallery. It is hoped that the establishment of this "cultural infrastructure," as well as known and assumed insterest of Natopians, that these acts will be seen by posterity as a Natopian Renaissance of sorts.

Two foreign businesses have set up in Natopia in the same week. Followed by the Anthelian Alternative Media Company, the Gotzborg Konigreich Reichlau Shiffbau was established. This is the first foreign branch to be established outside of Gotzborg and will greatly expand KRS's production with a large shipyard under construction in Lindstrom City, and a smaller shipyard in construction at Hazelwood. The government has publically expressed interest in purchasing KRS's newest model, a customizable yacht. Privatly, the government is considering utilizing KRS to fill out the Imperial Natopian Navy.

As per the passage of the Conservation Bill, a new Ministry has been established and put to use immediatly, though not for the purpose it was meant to be created. The Ministry of Natural Resources was established yesterday with Lady Sherry of Lochhaatonia as its Minister. The Imperial Parks Service was immediatly transferred from direct Crown control to Ministry administration. The Imperial Cartography Society, which is responsible for internal actual and virtual maps of the Kingdom, was relocated from its makeshift offices in Kingdom Library to new offices in the Ministry of Natural Resources, though the King will remain the unofficial Cartographer of the Society.

The Conservation Bill, as mentioned aboved, was passed by the Royal Frenzy in what may be a record for any legislative body: 3 minutes. According to forum time, the motion to vote was seconded at 5:57PM and the final vote was cast at 6:00PM, when quorum was met.

Talk of the Square - Domestic news from around Lindstrom Square

King Nathan recently posted a link to an online petition in the Wild Goat Pub calling for the humane treatment of Filipino children that have been imprisoned in that country. Mr. Carson Smith made comments that some Natopians, including the King, the Prime Minister and even Antican Knight of the Yoshi, Olorix took offense to. Smith maintained that children should serve the consequences for the actions, and implied that it was, based on his experieces in his native Portland, Maine their own fault for being homeless and thus resorting to crime and imprisoned. Olorix commented that this petition called for releasing children from sub-human conditions, and that, aside from all this, no civilized nation sends young children to a "real" prison. The King responded with a personal account of experiences with homeless children that contrasted with the negative of Smith's comments.

A proposal for colonial expansion has meet considerable praise, from home and abroad. The King suggested that Natopia expand into the northern hemisphere of the MCS map, and establish a small colony to provide a northern port for trade and defense and to be closer to some of Natopia's northern friends such as Shireroth, Antica, and Stormark. Emperor Harold of Stormark offered a land trade, should the MCS reject Natopia's claim for new territory. He also suggested a name for the new colony, Estotiland. Prime Minister Chowdhury has suggested the new colony be named, in some way, after Mehlville, the suburb of St. Louis, Missouri where Natopia Proper claims territory.

Lavalonian Minister of Immigration, Aryeztur, recently invited the King and Prime Minister to return to Lavalon, and even suggested that they bring the Bagelcratican Party with them. The King declined, contesting Aryeztur's claim that anti-Natopianisn had ended by posting a quite from Lavalonian President Vasroixe where Mr. Vasroixe called Natopia an anarchy. Prime Minister Chowdhury also declined.

Koen Nevens, Anthelian Minister for Justice & Defense, has recently established a branch of the Alternative Media Company on Natopia's economic center, Davis Street. AMC is soliciting freelance reporters and subscriptions to the Anthelian Quarterly pdf format newspaper, covering Anthelian and Novasolum continental news.

Vista del Chisme - News and notes from around the Imperial Palace Complex

Things have been jumbled up a little bit lately. (In terms of message boards) The Imperial Palace, Vista de Nada was recently renovated and expanded to include a Throne Room and spacious adminstrative areas for the Ministers and their staff. Vista de Nada was originally a more modest mansion, befitting the republican government and its occupant, the Grand Chancellor. The King has lived in this modesty, not to mention construction, since his Coronation almost a month ago. The original Imperial Palace structure has been converted to private apartments for the king, as well as the Imperial Throne Room, where citizens and court guests may meet formally with the king.
The Royal Frenzy was expanded as well. The original Frenzy chambers have been renovated and restored to reflect the Royal authority of the Frenzy. The Forum, the public lobby of the legislature has been moved into the Royal Frenzy House, the official name of the building.

The King made a decree that fixed minor grammar, typographical, and wording errors in the Royal Constitution. The decree, as mentioned in the decree itself, is to be known as the Mundane Constitutional Editting Amendment.

In foreign news, the King opened relations with Prince Andres I, of the Principality of Perejil. The King also chastised the ambassadors for not fulfilling their assigned duties.

The Ministry of Internal Affairs saw the citizenship application of Prince Brian of Sullifree and welcomed him once more as a Natopian citizen. The Prince was once a Natopian citizen by way of his Lavalonian citizenship under the VUAS arangement.

The Grand Consul's Chair - News from the Royal Frenzy

Sections 26 and 27 were added to the Royal Code. Section 26 provided equal opportunities for trangendered/transexuals within the kingdom. Section 27 authorised the enforcement of punishment for attempting to commit a crime, as opposed to being punished after the act, as the law only allowed for up till the addition of sec. 27.

A bill is currently in debate in the Old Chamber that would set up an extensive animal conservation program and a new Ministry headed by Baroness Sherry.

After private discussions in Faronia between Lavalonian President Tasneem Chowdhury, Lavalonian Regent Jon Christophe, Faronian King Carson, New German President Henzelli, and Natopian Grand Chancellor Shepard, the four friendly nations have agreed to merge into a Union. The four nations will consolidate citizenship into one nation, Natopia, and instate a system of residencies to maintain citizenships in the other nations. Natopia will maintain the foreign affairs for the Union as well as host the Government of any Nation.

As of today, Faronia and Natopia have ratified the treaty and Faronia has opened its Special Consulate in Natopia. Lavalon and New Germany are currently debating the Treaty of Union in their legislatures. Once all nations have ratified, Natopia has plans to host a large celebration of all Nations in the Union and invite foreign dignitaries and generally have a good time.

Natopia - This is the last day of the current Era! Time Resets on May 1st at 12:00 AM, Central Standard Time) to Year 1. The newly created Natopian Calender begins as well. The calander organizes the 365-day year into 12 months of 30 days each. A "mini-month," called Carnival, of the remaining 5 days (6 days every 4 years for the "leap year") is placed between the winter months, the Legislative Frenzy adjourns for this time as it is a time of celebrations.

Lindstrom City, Natopia - The Wild Goat Pub has been the host of an impromptu constitutional convention. What began as a discussion about whether or not to dissolve Natopia's Regions has errupted into a total government re-evaluation. After recent attempts by the Grand Chancellor to democratize the Republic, including opening his office to elections and expanding the Frenzy's power, Grand Judge Robert Davis proposed an almost 180-degree turn: invest total authority into a Sovereign and perhaps structure Natopia around a fuedal or monarchial system. Also, Davis suggested reducing the Regions into subdivisions with limited control, vastly different than the Natopian tradition of semi-autonomous Regions.

The Legislative Frenzy will be reduced to a mere check of the Grand Judge's power to overturn Chancellorial Decrees. Full legislative power will be returned to the Frenzy when the population of active citizens remains above 7 (Natopia has 3 currently).

An idea to stimulate the economy was proposed by Nathan Shepard just today. Natopia's national product, the widget, has no purpose... but Natopians buy out stores whenever new shipments arrive. To capitalize on their popularity Shepard suggested that a widget be made to equal one vote in the Frenzy. Thus enabling people to buy votes. The implications of corruption and government hijacking are certainly prevalent, but Shepard wants to explore this idea thoroughly and perhaps adopt a much more controlled system of widget/vote buying.

Lavisitya, Lavalon - In a recent unanimous vote, the Lavalonian General Assembly amended Lavalon's Third Basic Law. Lavalon uses a series of "basic laws" to function as a collection of laws to make up the constitution of the republic. Basic Law Three dealt with the rights of the citizens. An amendment, sponsored by chief justice Shepard, added a single line to the Basic Law: "No human being shall be denied the ability to enter into civil union with another human being." After mindless banter and a few tasteless gay jokes, the amendment was passed with 5 yays and 0 nays. In a micronation with only ONE female... this amendment is greatly needed. hehe...

Lavalon - A new power has been given to the President's Cabinet: the power to pass Executive Laws. These laws are emergency use only, and the wording of the new Basic Law makes that clear. An act of the General Assembly can reverse an Executive Law, as can an order from the Supreme Court. Even the President can veto these laws. Executive Laws remain in effect for only 30 days. The General Assembly is able to extend that time period for each individual E. Law if necessary.

Lindstrom City, Natopia - The Natopian Grand Constitution was recently totally amended. The Grand Chancellor, previously a life term, is now a 5 year position. The first ever election in Natopia will occur on July 15 to select the Grand Chancellor for the next 5 years. The Legislative Frenzy was retooled minorly, and a mechanism for acquiring foreign nations was included as well. Aside from the Chancellorial elections, the major change of the general amendment was the change to the judicial branch. The Grand Judge previously ruled alone and issued rulings by themselves. In order to the balance the Court, the Legislative Frenzy may appoint up to 4 Supreme Judges to 2 year terms. The Grand Judge serves for 10 years, it was previously a life term.

International Association - Recent radical reforms have aimed to streamline the Lower House of the IA. Previously, all citizens of member nations were allowed a vote and voice in the Lower House. After amendments to 2 laws( here and here), Representatives in the Lower House must self nominate themselves and recieve at least one vote in the general elections. Self-voting is allowed.

IA - Prime Minister Nathan Shepard took advantage of his new admin powers in the forums and has begun to appoint active members to ministry positions. Raul Lavin of Let-be-Land has been appointed to the Ministry of Internal Affairs and will serve as Speaker in the Lower and Upper Houses. Lord~Imperator has been given the honored task of Minister of External Affairs. His Majesty, Carson of Faronia, has been appointed to Minister of Naturalization, the ministry responsible for accepting applications for Councils, Citizens, and Associates of the IA.

Letter from the Editor: Dear readers, after the dissolution of the Progressive Bagelcratian Party in Lavalon, the editor of this paper, a former Lavalon Bagelcratican, formed a new party, the Progressive Solitary Party. Therefore, this paper will cover Natopian (Bagelcraticans) and Lavalonian (Solitaires) news.

Lindstrom City, Natopia - Grand Chancellor Nathan Shepard placed an amendment on the floor of the Legislative Frenzy yesterday. Aside from some minor "re-wordings" there are two major changes that bring an unparalled amount of democracy to Natopia. Most obviouslt, the Grand Chancellor is now elected to five year terms, as opposed to serving for life. The Grand Judge, also a former life term, now serves 10 years. The Grand Chancellor still appoints the Grand Judge, however. The Grand Court has been given an "expanable bench." The Grand Judge presides and may issue Rulings by themselves still. however, the Legislative Frenzy may choose to appoint 4 extra Supreme Judges to 2 year terms. More info can be found here.

Lindstrom City, Natopia - The Natopian Regions of Hazelwood and Macon have had their Regional status revoked due to severe inactivity. These Regions where in violation of the Grand Constitution, which requires Regions to maintain their own government and ratify their own constitutions. While there was little danger of legal action against the Regions, as the judicial branch is rather quiet this days, the representative's from those Regions where still legitamate members of the Legislative Frenzy, thus less than half of the members of the Frenzy where inactive. Hazelwood was the first "outlying" territory to be annexed into Natopia and Macon was annexed so that the Grand Chancellor's former girlfriend could participate in Natopia. Both territories have been reorganized into Imperial Colonies, their Regional Chancellors have been reinstated as colonial Governors who have autonomy over the colony. As Imperial Colonies, they are under the direct authority of the Imperial government and may not send representatives to the Frenzy.

Lavisitya, Lavalon - Matthew Vasroixe, former and self proclaimed "greatest" citizen, left Lavalon and formed Avalonia in order to protect the Lavalonians' culture from... the Lavalonians. Regent Jon Christoph and Secretary Carson Smith of Lavalon, and Grand Prince Brandon of Sullifree (a state in "free association" with Breudwydd) have also joined Avalonia, but have kept their other citizenships. Avalonia would have amounted to nothing but a slight annoyance to Lavalon if the now President Vasroixe had not contacted Antica. Vasroixe made comments that were deemed by the Lavalonian Ambassador to Antica, Nathan Shepard, as threatening to Lavalon. Mr Vasroixe desired a treaty with Antica in order to use Antica to help Avalonia replace Lavalon. Naturally, the culmination of this fiasco resulted in the Antican attack (notice the singular!) on Avalonia. Many other publications have written articles on what happened in the aftermath of this war. The Bagelcratican-Solitaire endorses the Antican Herald's account of what happened.

Lavisitya, Lavalon - Earlier this week, current Lavalonian Chancellor Bartholomew Henzelli announced his resignation, and opened the floor up for self nominations for chancellor. Right off, Matthew Vasroixe announced his running. Seeing no other opponents, Henzelli entered the race, to "balance the ticket." Carson Smith threw his party, the LDP, behind Vasroixe. Then, Smith entered the race as an independent. Seeing as how there were two canidates, Henzelli backed down. Then, just as everyone knew what was going on, Nathan Shepard announced his canidacy.

Tasneemia City, Natopia - Currently the hotbed of Natopian activity what with the Free Juice and Bagel World HQ abuzz over Lavalonian elections and helping to make the newest Tasneemian, Zachary F., to feel at home, Tasneemia also played a role in a minor Imperial/Regional controversy. The Imperial College of Arms, the organ of displaying, protecting, and issueing symbols for the Republic, issued Tasneemia a flag, of the College's own design. Tasneemia flew this flag for months until the College realized the official flag of Tasneemia was set down in the Tasneemian constitution. The College revoked its Tasneemian flag and reissued the Islamic Republic its proper flag. While nothing illegal happened, as the College is an organ of the Imperial government, and thus "trumps" all actions of regional governments, the Imperial government quickly moved to rectify the problem as to placate the Regions and honor their local autonomy.

International Association - Ironically, talk of disbanding the IA has slapped the IA out of its inactivity. IA Citizen Matthew Vasroixe had suggested that the IA close up as it was no longer useful. Upon hearing objections, Vasroixe modified his proposal to renew the usefulness of the IA. Vasroixe advocates the forfeiting of Council's sovereignty to a reformed IA government, a stronger more central one. The current IA government relies soley on the Councils' willingness to be in the IA, and can do nothing to force members to do anything, short of deny them membership. Along those lines Associate Carson Smith proposed disbanding the IA completely and meshing IA Councils into a "super nation," a single state with many the current Councils reduced to a provincial status. This proposal has met both support and fierce oppostion.

Talk is also focused on amending the procedure for electing Representatives to the Lower House. Currently, many are in agreement that amending the Elections Act 2004 to allow only Associates/Citiens that recieve votes in the elections to be able to vote in the Lower House. Associates/Citizens may still voice opinions and debate if they do not recieve votes.

Lindstrom City, Natopia - The Deutsche Autowagen Kompanie has set up a dealer on Natopia's economic hot spot, Davis Street. The DAK offered Natopians a deal: half off their s-5 sedan model.

Issue 15: Hell Breaks out in Lavalon

Lavisitya, Lavalon - It took awhile, but Lavalon now has a legitimate, and bullish, two-party system. The Progressive Bagelcratican Party (and those associated with it) and the Liberal Democratic Party (and those associated with it) have turned Lavalon into a virual warzone. Discussions in the Cafe spill into the Assembly as legislation. Controversial topics even seek their way into the president's office and the court system.

One polarizing controversy that has died down thankfully, was the proposal to withdraw Lavalon from MCS. Even after the legislation failed, debate raged on in the Political Board. Eventually, those involved agreed to disagree as the debate was getting "too philosophical."

And, as always, the eucalyptus debate rages on: should the eucalyptus plant be used as the official symbol of the Republic? Many Bagelcraticans believe the eucalyptus is tied too closely to the Sovereign Principality of Lavalon and should be avoided because the Republic is not the Sovereign Principality. Mainly lead by Undersecretary Vasroixe, the opposition believes that the eucalyptus is the thing that ties all of the Lavalons together, and must be made official to preserve the history and culture of the Republic.

However, what is most decisive is the forum controversy. At least two Lavalonians, the Hon. Carson Smith and Undersecretary Vasroixe, are strongly for switching forums. Their first obsticle is the Basic Law clause that mandates the General Assembly to remain on its current ProBoards forum. While the opposition has said times before they agree the clause is restricting, several of them see this as the easiest way to remain at our current forum. It currently looks as if the amendment will have great difficulty in gaining the 2/3 majority it requires.

Lindstrom City, Natopia - Sylvan Springs Imperial Park has been chosen to appear on Natopia's first series of postcards. The postcards, which have been sent to participants in Hanover's postcard event, feature a detail of the Park. Sylvan Springs is the first site to be added to the Imperial Park Service. In fact, the Park Service was created for the sole purpose of protecting this site of Natopian heritage and American history. The Park was a project in the Works Progress Administration of President FDR. The Park also was frequented by the Grand Chancellor in his early years.

Lavisitya, Lavalon - The Supreme Court has been expanded by two as per the recent modification by the General Assembly. Justices Carson Smith and Zachary F. join Chief Justice Nathan Shepard on the bench. As stated by several Lavalonians, this is a greater step toward democracy and Lavalonian ideals. Previously, the Chief Justice was the sole administrator of justice in the Republic but with the new Justices, justice will be administered more democratically.

World Cup, Babhka - The Green Goats Soccer Team is awaiting its first game at the English Intermicronational Football Association World Cup games in the Kingdom of Babhka. The Natopian Dance Company gave an interpretive dance of Natopia's history at the opening ceremony. Natopia's game will be held tomorrow, Feb 10, against Antica.

Lavisitya, Lavalon - A new party is in town, the Liberal Democratic Party. It seems the first, and so far primary, goal of the LDP is to remove government sanctioned elements of simulations within Lavalon. The first action of the LDP was to sponsor a bill in the General Assembly calling for Lavalon's withdrawal from the MCS map. The only supporter of the bill, other than the LDP's founder the Hon. Lindstrom City, Natopia - Emperor Zachary I, on behalf of Alrodria, gifted the Republic Library of Natopia with a full text copy of Machiavelli's, "The Prince." This adds to the Library's goal of preserving knowledge for posterity.

Lindstrom City, Natopia - The County of Death Valley is at war with the Counties of Punkrock and Pavleton as well as the Barony of Affton. The reason for the war is currently unknown. Prince Nathan of Ziegeland originally took no side. Then suddenly, to "have a proper war" he took the side of Death Valley. Later in the afternoon, he took Punkrock's side, who was seemingly quite set on destroying Death Valley along with Pavleton's aid. This is the second civil war in Natopia's exisitance, but the first to be fought entirely within one Region. The first civil war was between Tasneemia and Ziegeland, again, there was no recorded reason.

Lindstrom City, Natopia - Grand Chancellor Shepard announced yesterday that for each day that no one other than himself posted on the Natopian forums, he would execute a kitty. The Grand Chancellor is known to have a dislike for felines and he is allergic to them. In response to the announcement, Lord Mark of Death Valley, who also serves at the Imperial level as Chief of Loyalty Enforcer (read: executioner) said that he was upset that the Grand Chancellor was "taking [his] job again."

Henzelburk, Lavalon - Vice President Henzelli revealed Trans-Djermanie's new regional flag. This sparked debate over whether Lavalon should add another level of bureacracy to its government by officializing provincial governments. Undersecretary Vasroixe also proposed an idea that involves Lavalon claiming the entire world (or at least Russia and North America) and then divide it into Regional Administrative Districts (RAD!) So far the proposal has met mixed approval. Chief Justice Shepard noted a dislike for the name of the region he was given control over, Warad (West America Regional Administrative District) and renamed it to Wacky Fun Cat Land 28.

Lavisitya, Lavalon - Undersecretary Vasroixe has suggested to the Cultural Policy Council the possibility of officially adopting a philosophical system for the government and for government officials to be educated in that system. It has been accepted with negative feelings and Vasroixe has lead the discussion to pointing out (but not naming names) those who are showing apathy towards cultural endeavors. This has been Vasroixe's primary split between him and other Lavalonians. Vasroixe insists on codifying every facet of the culture while others prefer to allow the culture to grow without prematureing limiting it by legalizing it. A point has been made by Shepard that many cultural proposals are simply "borrowed" from other cultures and the point, and fun part, of micronations, is to create totally new philosophies. Lavalon has a unique philosophy/quasi-religion, Lavalism, that Vasroixe opposed at its creation and subsequent popularity among many of the same citizens he now accuses of cultural apathy.

Lavisitya, Lavalon - The Democratic Coalition has collapsed. Long dormant in Lavalonian politics since the moce to Proboards, Emperor Z has returned and what a return he has made! It is a shame no one thought to nominated him for the FNORD Messiah Award for Best Resurrection. Z was assumed by Xon to be an honorary member of the TDC, and when Z returned he made it quite clear that he had no desire to be associated with the organization. Then he joined the PBP as the 4th member. VP Henzelli and presidium of the Socialist Party also removed the SPL from the TDC and rejected all intentions of Xon to name him or the SPL as honorary members of anything. Regent Jon of The Other Party (TOP) also retracted the TOP's assumed membership, leaving the TDC down to only to Xon's Heritage Party. That caused Xon to close up the TDC and to found the "successor" organization, the Democratic National Party, which had inherited Jon, Henzelli, and Z's honorary memberships. They all denounced such assumptions, leaving the DNP at just one member, Xon. The SPL also announced that it would like to caucus with the PBP and they would since songs. After the announcements, members of both parties exchanged humorous and senseless songs.

Lavisitya, Lavalon - Perhaps in an attempt to keep the Chief Justice's job interesting Xon filed a lawsuit against Pres. Chowdhury for intentionally putting a "Neem Tea Company" banners in the advertisement section of the forums. He insisted they were propaganda. An impossible feat as the ads on Proboards are there as a trade-off for it being free, and they are determined by the amount of keywords in a thread. He intended to use the lawsuit to make the judiciary force the government to move to his own forums that he is constantly trying to make the government switch to. The trial was not accepted by the judiciary. As a result, the Neem Administration filed a suit against Matthew Vasroixe (Xon) for using the judicial branch to spread libel against the president and for using the judicial branch to humiliate and discredit his political enemies. Responding the the charges, Vasroixe countered with "I ask the court to refuse to take that case in light of the fact that the Neem suit was a joke and in no way libelous. If the case against me for libel is allowed to go forward, I will not show up in the courtroom." The case did indeed go forward and Mr Vasroixe pleaded guilty to the charges. He was sentenced to a public apology to Ms. Chowdhury.

Lavisitya, Lavalon - A few bills in the General Assembly all have a common theme, and proposer. Vasroixe proposed the Medicinal Eucalyptus Act that will encourage the use of eucalyptia in medicine and require cough drops sold in Lavalon to contain a helpful amount of eucalyptus oil. The apparent lack of cough drops and drug companies in Lavalon is spelling doom for this bill, which is losing 1-3-0. Another bill, which turned out more like a public service announcement was apparently intended to protect eucalyptus forests. The fact that no Lavalonian citizen lives in an area hospitable to the natural growth of the plant helped foster confusion as to even why the bill was needed. It has been withdrawn from the floor and discussions about conservation of the plant may continue in the Cafe. It is the view of the Sporadically that Vasroixe, sensing a tough struggle for the retainment of the eucalyptus as the national symbol, intends to pass all this vieled laws that deify the plant so that, even if not official, the eucalyptus will remain bound to the Republic in our virtual cough drops.

Lavisitya, Lavalon - One of the newest and most proactive members of the PBP has organized an e-March to protest the notion of moving forums to ones produced by Mr Vasroixe. This is, of course, Z. Z has renewed the vigor of the Bagelcraticans in their lukewarm attempt to remain in the governments current location. When it was discovered that Basic Law 1 (Lavalon uses a series of basic laws to act as constitutional documents) required the government to meet at the forums created by Nathan Shepard. That means a move would be unconstitutional. Vasroixe lead a campaign to remove the offending clause so that a move would at least be possible. He continually reassured us all that a move would not result from this. Nathan Shepard, creator and admin of the current forums intended to vote for the amendment, because it restricted the government too much. However, Shepard wished for the Basic Law to be amended to say that the location of the forums would be decided by the General Assembly. When this amendment was not added, and the full amendment went to vote, Shepard voted no. He also rationalized that since he doesn't want the forums moved anyway, he shouldn't vote for the whole amendment, even with his addition. The addition, he claims was insurance if the amendment actually passed, which it is not currently doing at 1-4-0.

Lavisitya, Lavalon - The Lavalon Weekly has been reborn as the official newspaper of the Democratic Coalition. The rebirth of the paper was in response to the Sporadically becoming the "political mouthpiece" of the PBP in Lavalon. However, citizen Xon "sold" the Weekly to... himself... and now he, as Coalition Premeir, owns it... for the TDC... again. So, now he claims, the Weekly can provide unbiased reporting out of protest of the Sporadically's political bias. The BS (Editor: That's, Bagelcratican Sporadically, smartass!) welcomes the rebirth of Lavalon's first news service. With another unbiased news serivice in Lavalon, the BS can feel free to inject editorials and opinions and spread Bagelcratican propaganda as we see fit now. Thank you Xon.

Aquilaria, Antica - Bagelcraticans in Antica even face persecution from Xon. Xon recently applauded political party created after the founding of Antica's FJBP for forming "in opposition to the Fruit Juice and Bagel Party / Bagelcraticans, regardless where it is formed. Democracy must remain intact!" Not once did the party's founder even hint at the FJBP being a motive for his party's creation. Chairman Shepard of the PBP said that Xon's irrational hatred of Bagelcraticans was now very clear.

Lindstrom City, Natopia - Grand Chancellor Shepard has nominated the BS for best newsblog for the 2005 FNORD awards at Micronations.net. No one has seconded yet... He also nominated the goat of Natopia as most creative national symbol... still not second for that either. It is expected that Natopia not win any awards at all, since no one really cares about us but our own egotistical, megalomanical, Bagelcratican, oppressive selves.

Alternate Dimension Lavalon - Happening at Lavalon's secondary boards, graciously supplied by Xon, the 5-Party Intermicronational Summit has begun with Antica, Alrodria, Breudydd, and Natopia attending with Lavalon obviously hosting. The Summit hopes to bring a final "proof" to Lavalon's long questioned right to, in fact, be Lavalon. Delegates are exchanging formalities as all delegations continue to arrive.

Issue 11, Bagelcratican Sporadically

Editor: The previous issue stated that VP Henzelli voted against the controversial Forum Change Act. While he did voice strong opposition to the bill, he did, in fact, vote for the Forum Change Act.

Lavisitya, Lavalon - Lavalonians are a peculiar bunch, they seem to hold their internet abode in the highest regard. More controversy has been created from Lavalon's forum situation than perhaps should be devoted to such a thing. Citizen Z's vote swung the Forum Change Act back in favor of the Bagelcraticans, who voted as bloc of three against the Democratic Coalition bloc vote of 3. Z is technically a member of the TDC but has made few comments that support that assumption. The Forum Change Act failed, 3-4, therefore TDC Premeir Xon launched his second forum change campaign, again touting the benefits of phpbb boards over Proboards. While TDCers claimed the current boards would perhaps scare potential citizens away, the Bagelcraticans remain stubborn in their insistance of continuity of forums. Chairman Shepard of the Bagelcraticans has called a meeting in the PBP headquarters to get a unified response form the PBP members on this issue.

Lavisitya, Lavalon - Another controversial subject, one a little more prudent than one over forums, involves Lavalon and its symbols. Should Lavalon abandon the eucalyptus and move on, as it really has no ties to any place where the plant grows since the establishment of Republic? Xon has stated that he will personally prohibit any symbols without eucalyptus leaves from passing through the General Assembly. After Regent Jon redid the Lavalonian seal, a design devoid of eucalyptus plants, Xon formed his Heritage Party and began his campaign to return all of Kieran Bennett's designs to Lavalon. Several citizens feel that Lavalon should be making its own symbols, since we are not at all like the Lavalon that was represented by those symbols. Chief Justice Shepard likened it to as the United States retaining the British Crown on their symbols and seals.

Issue 10, Bagelcratican Sporadically

Lavisitya, Lavalon - The Democratic Coalition is crumbling. Intended to oppose the Bagelcraticans long held "dominance" of the political scene, the TDC was poised to be a strong contender and ironically eliminate its opposition with its majority of members. However, the administration of the TDC seems to have lost some of its assumed support. Currently, in the vote to move forums to an admittingly spiffy new phpbb forum, support for the TDC seemingly dropped, with the Socialist Party and independent citizen Z voting against the Regent and TDC Premier Xon. Presidium Henzelli of the SP has cited concern over the Premier's role in leading the TDC and is "seriously considering leaving." The Presidium believes party politics in Lavalon with its current citizenship levels is absurd and we should not occupy our time with fears of party domination. (Editor: Now is the time to assert real Bagelcratican oppression.) Xon's main reason for wanting a new spiffy board is his desire for 5 new citizens in 2005. A spiffy new board will attract citizens, according to Xon. He then offered evidence for such, he passed up joining nations like Natopia and Navland simply because of our preference for easy, dependable, free, Proboards (Editor: Proboards.com). Speaking for Natopia, such superficiallity is an undersireable quality in Natopians.

Lindstrom City, Natopia - Ragehorizon, Lt. General of Rage, has applied for citizenship. He has also mentioned that Rage's Council, once all 11 members have uncontestedly taken their seats, will vote on whether or not Rage will join Natopia. To the best of the Grand Chancellor's knowledge, Rage is an online "clan" that had membership around 128 at one time. The details of Rage's government are unclear, as their website has been down for sometime. However, the Grand Chancellor has told Gen. Ragehorizon that, if the Rage Council votes to join Natopia, Rage may enter Natopia as a Region, and will enjoy considerable soverignty such as their own constitution and foreign affairs.

On foreign affairs, a recent treaty with Arkania has resulted in Bart Henzelli being granted honorary citizenship status, welcome comrade! Also Alrodria approaches Natopia with talks to unite our economies to enable ease of trading and conversion of monies. Such things will be expected to be discussed at Lavalon's international summit, with Natopia planning to attend as well as Alrodria and Breudwydd.

In her term she has created the Department of State and of the Interior. she has filled the Interior Dept. with Chief Justice Shepard, who is currently involved with taking the census and accepting citizen reapplication, as per a law requiring such to be done before February 1.

Aquilaria, Antica - A new Free Juice and Bagels Party has been founded in Antica by Nathan Shepard. The party's future seems shaky but with the intent of an open platform, ready to be shaped by the country's independent citizens, the FJBP may amount to something of significance in Antica. Lavisitya, Lavalon - Well, the Sporadically's prediction of a docile, content TDC seems to be proving false. Xon has promoted himself to a self created positions, "Coalition Premier." He intends to use TDC's power to amend the Henzelli Code to give Henzelli as much chancellorial power as constitutionally possible. He also intends to have himself elected to Vice Chancellor, merely as a show of power. TDC claims to be created to preserve democracy in Lavalon, yet it is the opinion of this paper, that TDC was created only to be contrary and is rebeling without a viable cause. Democracy itself may be at stake if TDC gets drunk on its assumed power.

Lindstrom City, Lavalon - Natopia's population tragically dropped from 36 to 16 today. The twenty people had their citizenships terminated becasue they did not take an oath of citizenship, required by the Legislative Frenzy Law. Several citizens, 9 exactly, were retained as honorary citizens because of the chancellor's knowledge of special situations that would prohibit them from taking the oath in the time limit. Hopefully, the 9 citizens will take the oath shortly and join the 7 current "full" citizens in Natopian affairs.

Lavisitya, Lavalon - Bagelcraticans in Lavalon cannot help but feel a bit confused and hurt. Former party member, Matthew Vasroixe has formed the Heritage Party and has entered it into the Democratic Coalition with Bartholomew Henzelli supporting TDC by having the Socialist Party join as well. The sole purpose of TDC is to defeat Bagelcraticans on important issues. What issues these are remains unclear, as the Bagelcraticans have never issued a public statement about Lavalonian policy since they called for the maintaining of the Basic Law system. Xon founded the Democratic Coalition (as well as his Heritage Party) with everyone but the PBP as "default" members, a wise move that, if TDC can stay unified in the face of so-called Bagelcratican oppression, will hold the majority in all votes. Perhaps this is another one of Xon's so-called power grabs? A great irony has evolved from TDC, Henzelli and Xon seem to be friends again, or at least political allies, very peculiar after this bitter tirade against Xon's character and professional interaction with Lavalon. This paper believes that very little will come of TDC, that is unless, they are serious about the "Bagelcratican oppression," and they decide to oppress the Bagelcraticans in return.

Lindstrom City, Natopia - The controversial bill that will reduce all citizens to honorary status and strip them of their positions, titles, and lands was passed unanimously by the Legislative Frenzy last night. All citizens who have not taken Oaths will be reduced to honorary status. So far, only 5 out of 36 citizens have taken an Oath. The Grand Chancellor is very upset about the apparent distaste Natopians have for their country. "If they do not care about Natopia, Natopia does not care about them," His Excellency was reported saying as he left Lindstrom City for the County of Death Valley for official state business with Lord Mark, Chief of Loyalty Enforcement.

Punkrock, Natopia - A small county in the Principality of Ziegeland-Lochhatonia seems to be the one small flame of activity in Natopia. The Prince hopes the Count, Lord Joel, one of the original Founders of Natopia, will take his little county of Punkrock and grow it into the very idea Prince Nathan has in mind for the Principality, and for Natopia as a whole. Lord Joel has already begun on a flag design as well as listing subordinates to aid him. With Natopian Senate Bill 31 coming near to passage, many subject of the Principality will find themselves without the legal ability to hold a title or office. This will free up "huge tracts o' land" that the Prince is hoping to award to Lord Joel, who is displaying more activity and enthusiam than Her Highness, Princess Sherry.

Lavistiya, Lavalon - Matthew Vasroixe (xon) just can't seem to leave Lavalon! We here at the Bagelcratican can't blame him though. However, his termination and subsequent return has caused a bit of debate in the Internation Association when his own nation, the Republic of Eucalyptia, applied for membership and was admitted by Prime Minister Shepard. PM Shepard explained to the Upper House, where Sen. Klaas called the decision as illegal, that Xon has indeed terminated his citizenship and therefore was not in violation of the Council Nondublication Act. Meanwhile, Xon continues to post laws and amendments in Lavalon, thouroughly confusing everyone right about now.

Lindstrom City, Natopia - A bill is currently in the Senate awaiting a second to begin voting that will drastically cut down on Natopia's misclassified citizens problem. Natopia has 36 officially recorded citizens, only 14 of which have actually posted at least one post in the Natopian Forums. Out of those 14, only a scant 4 can be counted on to regulalry visit the Forums and participate. And, of those four, only 2 Natopian citizens have taken an Oath of Citizenship, established in Senate Law, but has not been forced on citizens. The aforementioned Senate Bill (Senate Bill 31: Loyalty Ensurance of Citizens) will force all Citizens to take an Oath of Citizenship. If they do not take the Oath, they will be reclassified as Honorary Citizens. Honorary citizens may still call themselves Citizens of the Republic of Natopia, but may not serve in a government position. The proposer of the Bill, Grand Chancellor Shepard, hopes this will shake people into participation. Many citizens hold titles and positions of considerable power, and yet have not posted to the Forums in months. This Bill will essentially take away from them what they do not deserve anymore.

This Bill could potentially shrink Natopia to a mere two citizens, thus leaving most of the Imperial government useless, as it is too large to govern a mere two people. The government will continue to operate, with the intentional back up plan of Chancellorial Decrees to cover day to day adminitrative legislation. The Grand Chancellor sees this as "not very different that what we have now." The Grand Chancellor then began to weep for his wounded nation.

Lavisitya, Lavalon - Lavalon recieved a new Antican Ambassador with mixed feelings today. Lt. General MeanBean has been assigned to Lavalon and is hoping to make amends with recently expatriated Lavalonian, Matthew Vasroixe. MeanBean's introduction shocked some Lavalonians with the first usage of the word "fuck" in the Lavalon Forums. A user posting as "the Empire of Zonia" requested that the President request a replacement Ambassador.

Lavisitya, Lavalon - Yesterday, January 8, 2005, Matthew Vasroixe, Lavalon's oldest citizen, announced his self-termination of citizenship. He claims he needs a long break from micronationalism, and Lavalon in particular. By not calling it a vacation, he beleives it will be easier to just leave and not feel guilty about being inactive. Justice Shepard and President Chowdhury have expressed regret over his decisision. Regent Christophe has showed sympathy and a message of understanding, hinting that he too may decide to take a prolonged break.

Such messages trouble the Bagelcratican Sporadically greatly. In a time when all of micronationalism seems to be entering a dormant the lose of active citizens is especially crippling. However, we respect Vasroixe's decision and wish him well on all of his endeavors. Thank you Xon, for that you have done for Lavalon.

Lindstrom City, Ziegeland - Happy New Year readers! In a sudden turnaround Grand Chancellor Shepard announced in the Commonwealth of Eucalyptia's Main Secretariat Chamber that Natopia is getting cold feet about the new and improved Commonwealth.

Sir Shepard was key in the idealization of the new commonwealth structure with his counter-proposal, the Natopia Plan, to Mr Vasroixe's orginal Grand Sovereignty Proposal. It is recorded in the Secretariat chamber that Sir Shepard has had private discussions with the higher ups of Natopia and this prompted his about face.

Could this be in response to Mr Vasroixe repeatedly calling Natopia dead? Is there an aire of distrust around the alleged co-conspirators, Mr Vasroixe and Mr Henzelli, who are the only other two heads of states in the Commonwealth? The Grand Chancellor was stopped outside of the Main Secretariat chamber and told this paper that "Mr Vasroixe's insults against the proud Natopian Nation have stung harder than I orginally thought. I intended to let it go at the first occurance, in his Grand Sovereignty proposal, by letting him know of my offense. But then he said it again when debateing the Natopia Plan. However, this is not the reason why I proposed a Resolution in the Natopian Senate for Natopia's withdrawl from the ComEu. The ComEu has done very little, if anything in its existance. I've come to realize that just giving it more power over Natopia will do nothing to benefit Natopia, which is my chief concern.

Lavisitya, Lavalon - As the elections are just days away Lavalon seems to have fallen into a slump. Whatever politically charged moments that are usually expounded in the days prior to an election have been sucked clean from Lavalon. The outgoing president has chosen to endorse his Vice President, Lady Chowdhury, over his former Chief-of-Staff and current Chancellor, Mr Henzelli. This tipped the polls in favor of Lady Chowdhury by 4-2. There is very little possibility of Lady Chowdhury's supporters to switch over. The President has made it quite clear that Mr Henzelli's responses to a debate (that he himself sponsored and is currently drawing fire for its questionable and vague execution) are unacceptable to him. The remaining 3 supporters are Lady Chowdhury herself, Sir Shepard (her campaign manager) and Zachary Klaas, all of whom are known for voting similarly in the so called CKS bloc.

An Inquiry into the alleged conspiracy between President Vasroixe and Chancellor Henzelli is currently in the interview phase and being chaired by Chief Justice Shepard with Regent Christophe and VP Chowdhury assisting as interviewers. Even a scandelous inquiry has not shaken Lavalon out of its holidays' slumber. What is going on with Lavalon?

Lavisitya, Lavalon - Scandel errupted in the Republic of Lavalon yesterday when Assembly Chancellor Hanzelli revealed that he and president Vasroixe conspired to remove former President Zachary Klaas from office. It is the opinion of this paper that the Chancellor sensed a growing political rift forming between Vasroixe and the remaining Lavalonian citizens and therefore came forward with a potentionally career-killing move. Henzelli wishes to prohibit Vasroixe from holding any more powerful positions in Lavalon because of this conspiracy. Vasroixe has continually denied the accusations and has called for an Inquiry in the General Assembly with Chief Justice Shepard serving as the chairman of the inquiry as well as one of the interviewers. Fellow interviewers called to the inquiry are Vice President Chowdhury, Regent Jon Christophe, and Zachary Klaas. At press time, only Mr Klaas has not accepted the position. The inquiry's primary goal is to determine the validity of Henzelli's claim. If found valid, both Henzelli and Vasroixe will face reprecussions. Found invalid, the matter will be dismissed. The editor guesses that, in his style, Vasroixe will file charges against Henzelli for slander if the matter is dismissed.

Anmutstadt, Lochhatonia - Natopia has been in the doldrums as of late. A sharp decline in activity since the summer months has all but choked Natopia's forums to a grinding halt. A new constitution granting greater powers has not brought the rush of activity the Grand Chancellor has hoped for. Only two Regions activily ratified their own Constitutions, Tasneemia and Ziegeland. A brief moment of excitement occured when Ziegeland's Baron, the Grand Chancellor, decreed Lochhatonia to be under the authority of Ziegeland. The Baron thus decreed Lochhatonia's constitution into law and subsequently returned Lochhatonia to native rule. The Regional Chancellor of Lochhatonia, who was made into the Archdeaconess of Lochhatonia, did not even realize her Region had been taken over and returned with a new government. Nor, it seemed, did she care. Lochhatonia continued to do nothing.

Sensing that Lochhatonia, the oldest Region of Natopia, would be doomed to a slow death, the Baron of Ziegeland proposed a union of his Region and Lochhatonia. Soon after a Treaty of Union was signed as well as a constitution for the new Region, the United Principality of Ziegeland and Lochhatonia. Anmutstadt was chosen for the Regional capital. The former Baron and Archdeaconess were named as dinarchs, with the titles of Prince and Princess. While the Lochhatonian side of the Principality is still silent, it may continue to ride to glory with the aid of Ziegeland. The Prince has been busy appointing subjects to dukeships, baronships, and countships. This new royal element to Natopia's unique Region has given citizens a slight hope for Natopia's future.

Lindstrom City, Ziegeland - Prominent members of the Grand Natopian Senate are up in arms over a recent Eucalyptian proposal for a "grand sovereignty." Tasneemian Senator Tasneem expressed shock over the proposal, and voiced the opinion that "I want Natopia to keep our sovereignty FOREVER." Maconian Senator Jenny echoed Tasneem's sentiments. Ziegelandian Senator and Grand Alderman Nathan expressed his intent to keep Natopian territorial rule solely in the hands of a Natopian. "We are slightly insulted that Mr Vasroixe would suggest that Natopia is a dieing husk of an old nation and that Natopian citizens are fleeing the decay of Natopia for the shining star that is Lavalon. We have made a counter proposal that Mr Vasroixe seems to find acceptable," said the Grand Chancellor when asked to sum up the Senate's reponse to the proposal. The counter proposal that the Grand Chancellor suggested allows members to retain considerable power. The only consession the Grand Chancellor is willing to give to a more powerful Eucalyptia is that only a legislative body of all citizens of all members be able to pass laws that are enforceable in all member states.
